To take stock of the implementation of the Paris Declaration of 2005 and to agree on how to accelerate the progress towards achieving the Paris targets set for 2010, representatives of a large number of partner countries, donor countries, international organisations and financial institutions, and civil society organizations met in Accra, Ghana from 2 to 4 September 2008.
The main output of the conference is the “Accra Agenda for Action” (the AAA). The AAA acknowledges the progress made since 2005 in living up to the Paris commitments, but also the need to speed up the implementation of the Paris Declaration if the targets are to be achieved on time. On this basis, the AAA specifies a number of actions that need to be taken and expresses the commitment of the relevant parties to do so. Among the important actions agreed on in Accra are:
In addition, the AAA includes significant improvements over the Paris Declaration by referring thoroughly to, and specifying concrete actions relating to i.a. a widened concept of ownership (stressing the role of parliaments and including civil society), domestic accountability in partner countries, the fight against corruption, and the cross-cutting issues of gender and human rights.
