CONFLICT AND FRAGILITY
This sections covers Danish development assistance in fragile states and situations of fragility.
Engagement in fragile states and situations of state fragility is an important element of Danish development assistance. This webpage aims at facilitating a number of entry points to this topic:
to obtain the latest information on the issue of engagement in fragile states which Technical Advisory Services has come across
to identify tools for development assistance engagement in fragile states
to provide references to other relevant information.
Although no universal consensus definition of fragile states exits, the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD) has succeeded in obtaining broad support to their characterising fragile states as countries lacking political commitment and/or capacity to develop and implement pro-poor policies, suffering from violent and/or weak governance. Moreover, several indicator systems identifying fragile sates have been developed, including by the World Bank, the Fund for Peace, and the Brookings Institution.
The Danish approach to fragile states and situations of state fragility is based on
A World for All – Priorities of the Danish Government for Danish Development Assistance 2008-2012
and follows the
OECD/DAC Principles for Good International Engagement in Fragile States and Situations
.
In the context of Danish development assistance, state fragility as a work area is neither a sector or a programmatic area, nor a cross-cutting issue applicable to all assistance programmes. Instead, it is a critical reference to defining priorities and approaches for development engagement in fragile states, including the assessment of the possible negative consequences of development engagement in fragile states.
