The Secretariat of the Development Partners Working Group on Local Governance and Decentralisation has commissioned a desk study in the area of Fiscal Decentralisation with a focus on local taxation.

"General Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation”
(2008). General guiding principles for enhancing alignment and harmonization on local governance and decentralization is a result of the informal Development Partner Working Group on Local Governance and Decentralization. The General Guiding Principles proposes some guiding principles and central fields of action within the frame of the five principles set forth by the Paris Declaration.
Final Draft “Specific Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation that will apply to specific country contexts”
(2009). Specific Guiding Principles for Enhancing Alignment and Harmonisation on Local Governance and Decentralisation is a result of the informal Development Partner Working Group on Local Governance and Decentralization (DPWG-LGD). The specific guidelines cover the central fields of action under the Paris Declaration, and focus on steps to be taken by the DPWG-LGD both at headquarters and at country level in order to apply the guiding principles in a more operational manner.
