WORLD BANK PUBLISHES NEW GOOD PRACTICE FRAMEWORK ON “PROBLEM-DRIVEN GOVERNANCE AND POLITICAL ECONOMY ANALYSIS”
Increasingly, governance and political economy factors are recognized as playing a critical role in shaping development effectiveness and development outcomes. In this context, the World Bank recently published a good practice framework on “Problem-Driven Governance and Political Economy Analysis”. Importantly, this is not a “one-size-fits-all” prescription – but rather a reference document pulling together key ideas and lessons learned from existing applications of governance and political economy analysis from around the Bank and beyond.
The emphasis on a “problem-driven” approach is intended to help make governance and political economy analysis focused and operationally relevant. It comprises working through three layers: first, identifying the problem or opportunity to be addressed, second, mapping out the institutional and governance arrangements and capacities and, third, drilling down to the political economy drivers. This basic approach can be applied to analysis at country, sector or project levels.
